Yes, as a Computer Science Engineering student, you are eligible for the UPSC Engineering Services Examination (ESE/IES) — but with an important condition.
UPSC conducts ESE mainly for these engineering branches:
Civil Engineering
Mechanical Engineering
Electrical Engineering
Electronics & Telecommunication Engineering
Computer Science/IT is not a separate paper/branch in IES currently.
So as a CSE student, you can apply only if:
your degree is recognized as an engineering degree, and
you choose one of the available branches whose syllabus you can prepare for (most CSE students choose Electronics & Telecommunication only if they have strong overlap).
But realistically:
Pure CSE subjects are not asked.
The exam is heavily core-engineering oriented.
It becomes difficult for most CSE students unless they intentionally prepare another branch syllabus.
Alternative UPSC/government exams better suited for CSE students:
UPSC Civil Services Exam (IAS/IPS/IFS)
SSC CGL
NIC Scientist B
DRDO Scientist
ISRO Scientist/Engineer SC
BARC OCES/DGFS
Indian Navy SSC IT
Indian Air Force AFCAT Technical Branch
